  Call for bids for the definitive and executive design of a segment of the national cycle tourist track VENTO in Lombardia

On the website of the Interregional Agency for the Po River – AIPo (www.agenziapo.it/bandi-di-gara) the call for bids for "Definitive Design, Executive Design, Safety Coordination in the Design Phase and in Execution Works " has been published related to the segment of VENTO cycle path in Lombardia, from San Rocco al Porto (LO) to Stagno Lombardo (CR).

This is the first of the four design calls that correspond to each of the four 'priority functional' segments chosen by the Regions crossed by the VENTO cycle path: Piemonte, Lombardia, Emilia-Romagna and Veneto.

After the feasibility study drawn up by the Politecnico di Milano in 2012 and the subsequent technical and economic feasibility design phase ended at the end of 2019, a new phase is now opening which will lead to the realization of the first four priority segments of the VENTO cycle path. Works that will be financed with funds made available by the Ministry of Infrastructure and Transport in order to implement the project of the National System of Tourist Cycle Routes (www.mit.gov.it/node/5383). Funds that some Regions, as Lombardia, have decided to integrate with their own resources.

The publication of the call for bids at the start of phase two of the Covid-19 emergency, after two months of lockdown, confirms the will of the Lombardia Region in giving continuity to the work done in the months before the health emergency to implement the VENTO cycle path.

Within this framework, Politecnico di Milano continues its technical-scientific support activity to AIPo, the Contracting Authority for this phase of planning and construction of the VENTO’s segment in Lombardia.

  The first 134 km of the VENTO cycle path



During the 'technical and economic feasibility design’ phase (first design level), ended in the second half of 2019, four 'priority functional' segments were identified. A segment for each of the four regions crossed by the cycle path which will have to be designed and built thanks to the funds made available by the Ministry of Infrastructure and Transport, equal to € 16,622,512.41 (total financing, G.U. No. 18, 22-1-2019). Funds that in some cases have been increased by the Regions, with their own resources, in order to guarantee a greater extension of the segment.

Four segments for a total of 133.725 km of cycle path, about the 19% of the total length equal to 704 km, which in some cases will create continuity between already existing sections of the cycle path:

  • in Piemonte, the segment extends from Chivasso (TO) to Trino (VC) for 39.250 km

  • in Lombardia from San Rocco al Porto (LO) to Stagno Lombardo (CR) for 57.620 km

  • in Emilia Romagna the segment is divided into two sub-segments, the first (17.900 km) from Piacenza to Fossadello (PC) and the second (5.155 km) within the urban area of Ferrara for a total extension of 23.055 km

  • in Veneto the segment extends from Loreo (RO) to the gates of Chioggia (VE) for 13.800 km.

Ending of the preliminary Services Conference in which all the remarks on the feasibility design were assessed and decided which ones to accept, which to postpone to a subsequent design phase and which to reject as inconsistent.

  Four meetings to share the technical and economic feasibility design

Organization of four regional meetings, within the preliminary Services Conference, in order to: illustrate the outcomes of the feasibility design to the bodies involved in the process; show the first four priority segments of intervention (one for each region); collect the first remarks on the project.

  Launch of the feasibility design at MIT

Launch of a draft version of the feasibility design to the Ministry of Infrastructures and Transports working group that manages the National System of Tourist Cycle Routes (SNCT, which also includes VENTO) coordinated by Eng. Chiara Barile. The working group’s mandate is to verify the compatibility of the design with the standards and requirements defined by the Ministry. Key step for the the subsequent design phases to which the funds provided by the SNCT are linked.

  Call for the preliminary Services Conference

By the will of the four regions, it was decided to hold a Services Conference, which is not mandatory by law in this design phase. The goal is to pursue the philosophy of maximum sharing of the project with the territories involved, giving continuity to what has already been done in 2017 with the four regional workshops in which the layout of the feasibility study prepared by the Politecnico di Milano was shared.

  Signature of the Agreement Protocol between MIT and the four Regions crossed by the VENTO cycle path

The Protocol aims at fixing the rules for the next steps of the cycle path planning process and building phase, including also the administrative aspects of the process management.

  Assignment of the technical and economic feasibility design and verification of VENTO cycle path

The design was entrusted to an RTP (temporary grouping of designers) coordinated by Cooprogetti Società Cooperativa. From the signing of the contract, the 180 days foreseen for the design of the project and related verifications will start.

  Call for bids for the technical and economic feasibility design

The call for bids for technical and economic feasibility design was announced on 28th September 2017, the first step towards realising the infrastructure. It’s the first call for bids in Italy for the design of a touristic cycle infrastructure of long distance. A unique call for bids of 1.800.000 euro value for a public work that crosses the territory of four regions, 13 districts and over 120 municipalities. End of presentation offers: 03.11.2017.

  Technical workshop for the punctual definition of VENTO's track

Four technical workshop, on invitation, one for each Region (Piemonte, Lombardia, Emilia Romagna, Veneto), finalized at updating the state of art of VENTO's track and checking proposes of track's modification and signalation of projects (in progress or future) that could affect the track. The municipalities and the authorities crossed from VENTO and the municipalities and the authorities interested from possible modifications of the track were invited to participate.

  First meeting of the Technical table VENTO

It’s held in Milan, at Palazzo Lombardia, the first meeting of the Technical table VENTO. The participants were: Lombardia Region, leading proponent, Piedmont Region, Emilia-Romagna Region, Veneto Region, Infrastructure Lombardy S.p.A. and DAStU-Politecnico di Milano. The table defines the work program of the months preceding the publication of the call for bids for the assignment of the technical and economic feasibility design. The first step is the organization of four workshops involving the local authorities, one for each region, functional to the punctual definition of VENTO's track.

  Collaboration agreement between Regions and DAStU-Politecnico di Milano and transmission to MIT of the technical and economic feasibility design costs

Collaboration agreement between the four Regions and DAStU-Politecnico di Milan. The agreement instructs the DAStU-Politecnico di Milano with the scientific supervision of the previous and contextual phases of the technical and economic feasibility design in order to ensure the coordinated development of the project in coherence with the principles of the feasibility study drawn up. The agreement also establishes that the Lombardia Region undertakes the role of actuator through the Infrastructure Lombarde S.p.A.(ILSpA). Transmission to MIT of the technical and economic feasibility design costs, for subsequent design levels and for the actualization, completed of the technical-illustrative dossier of the project.

  Agreement protocol for the design and realization of the "Ciclovia turistica VEN-TO"

It was signed in Rome, on 27th July 2016, the Agreement protocol which marked the birth of the National System of the cycle touristic path and launched the design and construction of VENTO cycle path. The Agreement protocol was signed by the Ministry of Infrastructure (MIT), the Ministry of Cultural Heritage and Tourism (MIBACT) and the four regions crossed by the VENTO project: Piedmont Region, Lombardy Region, Emilia-Romagna Region and Veneto Region. The Protocol, which assigns to the Lombardy Region the role of the lead body, provides for the establishment of a Technical table coordinated by the lead body and composed by a representative of each Region, a representative of the acting body and a representative of the DAStU-Politecnico di Milano with the role of technical support for the development of the project.

VENTO in the Stability Law [Law n. 208, 28/12/15, art. 1 comma 640]
  VENTO in the 2016 Stability Law

VENTO has been recognized by the law that sets the State annual budget as one of the four priority cycle path together with the Ciclovia del Sole, the Ciclovia of the Puglia Aqueduct and the Grande Raccordo Anulare for bicycles in Rome. All these projects are part of the National System of cycle touristic paths set up by MIT and MIBACT. In order to develop these projects, the Law allocates 94 million euros in 3 years.
